Yes, so you can bind things using mousebind/mouseunbind. But don't
expect it to be very powerful (you only can bind mouse buttons to
move/resize/...). But there aren't any special hlwm features regarding
touchscreens.
I know Florian bound some mouse gestures in his touchscreen setup,
probably using easystroke[1]. E.g. he bound a gesture like "---->"
(dragging the mouse to the right) to
"herbstclient focus right" and "0" (drawing a 0) to "herbstclient
use_index 0".
