Both of your questions don't have much to do with herbstluftwm itself.
To set up the monitors, use xrandr (or a gui for it) - it even has an
--above function.
When I got you right, you want one webbrowser window, streching over
both monitors, right? You will need to use hlwm's set_monitors command
something like that:
herbstclient set_monitors '1920x2160+0+0'
(assuming 2 1920x1080 monitors)
After that, you need to figure out how to run a webbrowser in kiosk
mode. This entirely depends on which browser you plan to use. Or maybe
there are even specialized browsers for that. I have no idea.
You might also want to configure hlwm in a way it doesn't show a
panel, and maybe (in case you plan to have a keyboard attached)
without any keybindings.
